496 LAWS OF MARYLAND.

prescribed by said board, for a period not longer than twenty-
five years, but such grant may, at the option of the said board,
provide for giving the grantee the right, and fair revaluation,
including in such revaluation the value, if any, derived from
the said franchise or right to renewals, not exceeding in
the aggregate twenty-five years. Every grant of any such
franchise or right shall make provisions, by way of forfeiture
of the grant, for the purpose of compelling compliance with
the terms thereof and to secure efficiency of public service
at reasonable rates and the maintenance of the property
in good condition throughout the full term of the grant. The
grant shall also specify the mode of determining the valuation
and revaluation which may be provided for therein, and the
time limitation in which there shall be an exercise of the rights
given, and in default thereof for a lapse of the grant.

366. When the grant of a franchise or right is made in com-
pliance with the aforegoing sections, the said Highways Com-
mission shall not part with, but shall expressly reserve the
right and duty at all times to exercise full municipal control
and regulation in respect to all matters connected with said
grant not inconsistent with the terms thereof.

367. Nothing in sections 364 to 366 inclusive, shall be con-
strued as affecting any private rights or the right of adjacent
landholder as now held and enjoyed by law.

368. All monies received by the Highways Commission of
Baltimore county under the provisions of this law shall be
applied to the general road and bridge account of the county.

368A. The thoroughfare in the Thirteenth Election District
of Baltimore County, leading easterly from the Washington
road near Sulphur Spring road to Hammond's Ferry road at
Lansdowne, be and the same is hereby made and declared
a public highway and county road, and as such shall be here-
after maintained by the Highways Commission of Baltimore
county and their successors; who are hereby authorized to
ascertain and define the present width of said road and to
widen the same to thirty feet or more, in their discretion, by
purchase or condemnation of the abutting property.

369. That the County Commissioners for Baltimore county
are hereby authorized and required to have erected and keep up
finger boards at all public road crossings and at all points
where roads divide, to be printed or painted on said finger
boards the distance and name of town or village to which said
road leads.

370. The Board of School Commissioners of Baltimore
county are authorized to establish night schools in said county,
