of Franklin, under the penalty of twenty dollars for each and
every offense, and five dollars for each and every day that
any of said public grounds shall remain, in whole or in part,
enclosed.
162. It shall not be lawful for any person to cut any
of the live growing trees off said public grounds, nor deaden
them, under the penalty of five dollars for each and every
offense.
163. No offensive or putrid vegetable or animal matter or
substance shall be permitted to be cast or thrown upon any
of the lots, streets, lanes, alleys or enclosures in the said town
of Franklin, to endanger the health and lives of or among any
of its inhabitants, under the penalty of two dollars for each
and every offense, and further penalty of two dollars for each
and every day the same shall be continued after notice by any
owner of property or inhabitant of the town, given in writing
to the offending party to remove the same.
164. It shall not be lawful for any person to obstruct in
any way or manner whatever, any of the streets, lanes or alleys
of the said town of Franklin, as laid down in the said plat of
the town, so as to prevent a free passage along, over and
through the same, under a penalty of three dollars for each
and every offense, and the additional sum of one dollar for
every hour any such obstruction shall be permitted to remain,
after notice to remote the same by any whose passage may be so
obstructed.
165. All the fines and penalties under the provisions of
the five preceding sections shall be recoverable in the name
of the State, in an action of debt before a justice of the peace,
and shall be paid over to the County Commissioners for the
use of the county.
166. No gas companies shall be formed in Baltimore
county, Baltimore city or Anne Arundel county for the purpose
of conducting local business, only in the city of Annapolis and
within five miles thereof.
167. No gas companies chartered in any other counties
of the State, and no firm, individual or association of individ-
uals except any now actually engaged in the business of manu-
facturing or selling gas shall have the right to lay any mains
or sell gas in Baltimore county, Baltimore city or Anne Arundel
county.
168. All charters for gas companies which have been
granted or issued under the Code of Public General Laws, or
