ensuing year any sum or sums of money other than they shall
have levied upon the taxable basis of Baltimore county to
meet the necessary expenses for the ensuing year for which
said levy is made.

70. Said County Commissioners shall not divert any ap-
propriation or use the same or any part thereof under any
circumstances for any purpose other than for which it is
levied; and any violation of this section shall subject the
said Commissioners, upon conviction, to a fine of five hundred
dollars.

71. The President of the Board of County Commissioners
may sign all deeds or leases for property sold or otherwise
alienated by the county, and annex, or cause to be annexed
thereto, the seal of the County Commissioners.

72. All claims upon said county for which levies shall be
made by the County Commissioners, and for which payment
shall not be demanded from the Treasurer of the county
within three years from the time when the same were levied,
shall be deemed forfeited to the use of the county, and the
money levied shall thereafter be applicable to the payment
of the current expenses of the county; but the County Commis-
sioners may, in their discretion, levy anew for any such
claim, but without interest.

73. They are authorized and empowered to sell, when in
their discretion it shall be deemed advisable, any or all stock
held and owned by Baltimore county in any turnpike roads in
this State.

74. They shall have power to erect and maintain lamps
or other form of street lights upon the streets and public
highways of towns and villages in Baltimore county, at such
places and in such number as they shall determine, and may
also in their discretion procure suitable apparatus for extin-
guishing fires, and provide for keeping the same in such man-
ner and at such places as they shall determine.

75. They may bid at any sale of real estate for State or
county taxes the amount due thereon and costs; and in case
the same shall be purchased by them at said sale, on the final
ratification of said sale, a deed shall be made by the Collector
of Taxes for Baltimore county to them, and they shall hold
the same for the use of the county.

76. In case said property shall not be redeemed, they
shall make public sale of said real estate to the highest bid-
der, after due advertisement in one or more of the newspapers
