caused to be erected and partially furnished the high school
building in the city of Annapolis, therein authorized, and
coupon bonds to the amount of twenty thousand dollars have
been issued by the Board of County School Commissioners in
conformity and strict accordance with the provisions in said
Act, and the money arising from the sale of said bonds has all
been properly laid out and expended upon the high school build-
ing and the installation of a heating plant in the same; and

Whereas the said sum of money arising from the sale of said
bonds was found to be insufficient for the proper completion
and equipping of said building, and the installation of said
heating plant, according to the plans and specifications which
the said building committee, in the exercise of its sound dis-
cretion and best judgment, adopted, after having carefully con-
sidered the present and prospective attendance of pupils from
said city and county in high school grades, and the reasonable
and necessary requirements of the educational interests of the
city of Annapolis and of Anne Arundel county; and

Whereas for lack of funds the said building committee has
been unable to complete and furnish the assembly hall in said
high school building, and four rooms in the third story and
certain rooms in the second story and basement thereof, the
use and occupation of which are now become absolutely neces-
sary for the suitable accommodation and instruction of the
classes attending said high school, and the said building com-
mittee estimates that the sum of five thousand dollars will
suffice to complete and furnish the uncompleted and unfur-
nished assembly hall and rooms, and also to make needed altera-
tions in the grammar school building located adjacent to said
high school.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County School Commissioners of Anne
Arundel county be and it is hereby authorized and directed to
borrow, on the endorsement of the County Commissioners of
said county (who are hereby directed and authorized to en-
dorse said bonds) an amount not exceeding five thousand dol-
lars, and to issue coupon bonds therefor, in sums of five hun-
dred dollars each, to be signed by the president of said Board
of County School Commissioners and countersigned by the treas-
urer thereof, with the seal of said board affixed, and to be regis-
tered by the said treasurer in a separate book kept for that
purpose. Said bonds to bear interest at the rate of five per
centum per annum, payable semi-annually, on the first days of
July and January in each year, until the said bonds are fully
paid and cancelled, and these bonds shall be forever exempt
