directed to levy each year thereafter, in addition to the regu-
lar levy of forty thousand dollars, a further sum which shall
be equal to the amount which said road directors may or shall
have received from the State of Maryland, or which may have
been expended by the State of Maryland in the building of roads
in Allegany county during the preceding year; it being the
intention of this Act to require such County Commissioners
to levy for the use of said road directors a sum of money for
permanent road improvements to duplicate the contributions
to the roads of Allegany county which may be made by the
State of Maryland under the so-called Shoemaker Law, and
under any laws which now or hereafter may be in force for
permanent road improvements; provided, however, that the
said County Commissioners shall not be required to levy in any
year for such permanent road work any sum in excess of
twenty-five thousand dollars. And if it shall so happen that in
making permanent road improvements short sections of said
permanent roads shall be narrower in width than required by
the State law making provision for the payment of half of the
cost of such permanent roads, or if it shall so happen that por-
tions or sections of said permanently improved roads may other-
wise be disqualified to receive said State aid, then, upon certi-
ficate to said effect the Road Engineer of Allegany county, the
respective sums of money which such narrow portions or other-
wise disqualified portions of such permanently improved roads
shall have cost, may be paid for out of the levy herein provided
for permanent road work, even though said road directors
shall prove unsuccessful in establishing a claim for half the
cost of such disqualified section thereof as against the State of
Maryland. And the road directors are hereby empowered to
expend not more than four hundred dollars ($400) a year for
clerk hire in connection with such permanent improvements or
other road expenditures for the said county, and the said road
directors shall file monthly with the clerk of the County Com-
missioners an itemized statement showing the expenditures
made in the preceding month in connection with such perma-
nent and other road work.

SEC. 2. And be it enacted, That this Act shall take effect
on and after the date of its passage.
