expense of grading, curbing and paving, or otherwise improv-
ing the same, as directed in the next succeeding section.

184A21. Whenever the persons owning the property fronting
on any such sidewalks shall refuse to have such sidewalks,
gutters and sewers paved when directed to do so by an ordi-
nance, within thirty days from the date of its passage, the said
Mayor and Council shall have the materials found and the work
done, and shall cause the proportion of expenses chargeable
to each proprietor or owner, to be ascertained, and may recover
the same by action in the Circuit Court or before any justice
of the peace, according to the amount awarded, or may distrain
the personal property of such proprietor or owner at any time
within six months from the time when the ascertainment of the
proportion of such proprietor or owner shall be made; provided,
that ten days' notice shall be given by the Mayor to the said
proprietor or owner of the amount of his or her assessment,
prior to such suit or distress.

184A22. And be it enacted and ordained, That no amend-
ments, alterations or changes shall be made or take place in
the charter of the town of Midland, Allegany county, Mary-
land, after the year 1908, without the knowledge, consent and
approval of the majority of the voters of the aforesaid town.
The approval or disapproval of the voters to be determined by
submitting the amendments, alterations and charges to a vote
of the people of said town at the next city election.

SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 216.

AN ACT to appropriate certain sums of money to pay for print-
ing the Mine Inspector's reports and necessary expenses.

Whereas the Mine Inspector is required by chapter 124 of
the Acts of the General Assembly of 1902, sections 197, 202 and
209N, to make in each and every year a certain report to the
Governor of the State, of which one thousand copies are to be
printed and immediately distributed by the said Mine Inspec-
tor; and to furnish certain blank forms for the use of his office
and incur certain expenses in the performance of his duties in
the law set forth, but for the expenses thus imposed, and by the
said Act in section 197 intended to be provided for, no appro-
priation has been made; therefore.
