shall be and is hereby made a lien upon said abutting property,
and as such shall be enforceable by the city of Cumberland
as provided by section 47 of chapter 484, Acts of 1878.
SEC. 4. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 317.
AN ACT to change, alter and amend the lines of Election Dis-
trict Number 27 in Allegany county, as established by and
under the authority of chapter 66 of the Acts of 1904.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the lines of Election District Number 27 of Alle-
gany county, established by and under the authority of chapter
66 of the Acts of 1904, be and the same are hereby changed,
altered and amended, so that said Election District Number 27
shall be described as follows: Beginning at Wolfs Rock, on
Dan's Mountain, and running thence by a straight line north-
westerly two and one-half miles through a burnt field and the
Staup farm, passing the farm house so as to leave it on the
north of said line and within the lines of the district hereby
described, to the second line of the boundary of the town of
Midland, a description of which is recorded in Liber J. W. T.
No. 92, folio 492, of the Land Records of Allegany county, at
its junction with the county road, leading to Lonaconing, and
running thence, reversing part of said second line, south 84 1/4
degrees west, 2-10 of a mile to the center of George's creek, and
running thence up said creek northeasterly 2-5 of a mile to
Squirrel Neck run; thence up said run westerly 2 3-5 miles to
the Garrett county line; thence with it southwesterly one mile
to Koontz Run road, then with astraight line southeasterly 1 8-10
miles to the George's Creek and Cumberland Railroad, at a
point northwest 3/4 of a mile from the bridge of said railroad
crossing George's creek; then with said railroad southeasterly
3/4 of a mile to said bridge; then southeasterly about 200 feet to
the Pine Hill Dump; then up the plane south, 25 degrees east,
1/4 of a mile to the head thereof; then south, 9 degrees east 4-5
of a mile to the Ritchie road, then with said road easterly 1
mile to its junction with the Big Ore road; then south 49 1/2 de-
grees east 1 1/4 miles to the second law gap in Dan's Mountain,
south of Wolf's Rock, on the line of district number seven (Rawl-
ings); then with said district and the crest of said Dan's Moun-
tain northeasterly 1 1/4 miles to the beginning; and the parts of
