dollars, to pay the present existing floating debt of said
Mayor and City Council of Cumberland.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and City Council of Cumberland be and
it is hereby authorized and empowered, for the purpose of
paying off the present existing floating debt of the said Mayor
and City Council of Cumberland, to issue its bonds to an
amount not exceeding one hundred thousand dollars, and sell
the same, and only so much thereof as may be necessary for
said purpose, said bonds to be signed by the Mayor of said
city and attested by the city clerk, with the corporate seal of
said city thereto attached; said bonds to bear interest at the
rate of not more than five per centum per annum, payable
semi-annually, for which interest, proper coupons are to be
attached to said bonds; said bonds to be payable at the end of
twenty years from the date of their issue, and redeemable at
the option of the said Mayor and City Council of the city of
Cumberland at any time after five years from the date of their
issue.
SEC. 2. And be it enacted, That all moneys collected from
present existing liens of said city for the paving and re-paving
and otherwise improving the streets, lanes and alleys of said
city, shall be specially set apart in the hands of the trustees of
the Sinking Fund, and applied to the payment of the interest
and principal of said bonds, in so far as the same may be suffi-
cient to pay the said interest and principal; and in case said
moneys so collected from said liens shall be insufficient to
pay said principal and interest, then and in that case, the said
Mayor and City Council shall levy on the taxable property of
said city, a sum sufficient to make up and meet said deficiency,
so 'that the payment of the principal and interest of said bonds
may be promptly made when and so often as the same may
become due and payable.
SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage.

AN ACT to constitute a commission to improve the mill race
in the city of Cumberland, and to define the powers and
authority of said commission.
