ACT. 65. ] MILITIA. 191

The Brigade shall be officered as follows:

1 Captain.

1 Commander.

1 Lieutenant Commander.

1 Navigation and Signal Officer, Lieutenant.
The Staff shall consist of:

1 Surgeon, Lieutenant.

1 Assistant Surgeon, Lieutenant, Junior Grade.

1 Paymaster, Lieutenant.

1 Assistant Paymaster, Lieutenant, Junior Grade.

1 Chaplain, Lieutenant
The Warrant Officers of the Brigade shall be:

1 Boatswain.

1 Gunner.

1 Carpenter.

1 Pay Clerk.

1 Machinist.
The Chief Petty Officers of the Brigade shall be:

1 Chief Master-at-Arms.

1 Chief Boatswain's Mate.

1 Chief Quartermaster.

1 Chief Gunner's Mate.

1 Chief Yeoman.

3 Hospital Stewards.

SEC. 31. At any time upon the report of and recommendation
of the Brigade Commander, that any company or separate or-
ganization is not up to the proper standard of numbers (mini-
mum of forty), efficiency or discipline, the Commander-in-Chief
may, in his discretion, muster out of service such company or
separate organization so reported inefficient, and thereupon the
commissions of all the officers of such company or separate
organization shall be vacated; and at any time upon the report
and recommendation of the Adjutant General, after an inspec-
tion by him ordered or made of any divisions of the Naval Bri-
gade, that such divisions so inspected is not up to the proper
standard of efficiency or discipline, the Commander-in-Chief
may, in his discretion, muster out of the service such divisions
so reported inefficient, and thereupon the commissions of all
-officers of such divisions shall be vacated.

SEC. 32. All officers shall, upon their elections or appointment,
be commissioned by the Governor, at his discretion, on proba-
tion, but no one shall be permanently commissioned unless the
conditions set forth in the next two sections have been complied
with, and no one shall be recognized as an officer unless he shall
have been so commissioned.
