panics, and at camps, depots and other similar military estab-
lishments, or belonging to such ambulance companies and field
hospitals as may be organized.

SEC. 25. The Adjutant General's Department, the Inspector
General's Department, the Judge Advocate General's Depart-
ment, the Quartermaster Department, the Subsistence Depart-
ment, the Pay Department and the Ordnance Department shall
. each consist of the Staff Officers of grades authorized in the
similar Staff Corps and departments of the regular army neces-
sary to perform the duties pertaining to the respective corps
and departments on the staffs of brigades and divisions and at
camps, depots, and other similar military establishment. Offi-
cers of the Ordnance Department may be detailed as inspector
of small arms, practice of divisions, brigades, regiments, and
separate squadrons and battalions. Post Quartermaster Ser-
geants, Post Commissary Sergeants and Ordnance Sergeants
shall belong respectively to the Quartermaster Department, the
Subsistence Department and the Ordnance Department.

SEC. 26. The officers in these Staff Departments shall be ap-
pointed and commissioned by the Commander-in-Chief at his
discretion; the chiefs of departments upon the recommenda-
tion of the Brigade Commander, and all others upon the recom-
mendation of the commanding officers of the respective regi-
ments or other organizations to which these officers are to be
assigned, as other staff officers are appointed. The non-com-
missioned officers provided for in these departments shall be
warranted by the Brigade Commander.

SEC. 27. The Medical Department shall consist of the officers
necessary to perform the duties pertaining to the Medical De-
partment on the staffs of brigades and divisions and at camps,
depots, and other similar military establishment, of the sur-
geons and assistant surgeons attached to regiments, separate
squadrons and battalions, troops, batteries and companies, for
the purpose of furnishing medical attendance of the medical
officers requisite for the organization of such ambulance com-
panies and field hospitals as may be authorized, and of the Hos-
pital Corps. When desired, a female nurse corps may be pro-
vided.

SEC. 28. There shall be one commissioned officer with the rank
of Major, who shall be authorized to perform the duties of Engi-
neer Officer on the Staff of the Brigade Commander, and who
shall be chief of this department.

SEC. 29. Upon the application of the commanding officer of a
regiment or battalion not part of a regiment, or the command-
ing officer of the Naval Brigade, the Governor may authorize
