ACT. 59. ] LUNATICS AND INSANE. 173

SEC. 5. The State Live Stock Sanitary Board is hereby
charged with the enforcement of this Act, and is authorized
to see that its provisions are obeyed and to make from time
to time such rules and regulations as may be necessary and
proper for its enforcement.

SEC. 6. And be it enacted, That this Act shall go into effect
July 1, one thousand nine hundred and eight (July 1, 1908).

ARTICLE LIX.

LUNATICS AND INSANE.

CHAPTER 435.

AN ACT to repeal and re-enact with amendments Section 2 of
Article 59 of the Code of Public General Laws, title "Luna-
tics and Insane, " and said section was repealed and re-en-
acted by Chapter 421 of the Acts of 1904.

SECTION ]. Be it enacted by the General Assembly of Mary-
land, That Section 2 of Article 59 of the Code of Public General
Laws, title "Lunatics and Insane, " be and the same is hereby
repealed and re-enacted so as to read as follows:

2. From and after the first day of January, 1911, the State
of Maryland shall be charged with the maintenance, care, con-
trol and treatment of all dependent insane persons who are at
that time residents of the State of Maryland, and as soon as
practicable after the said first day of January, 1911, the State
Board of Lunacy shall transfer from the several county alms-
houses and county and city asylums to one of the. State Hos-
pitals for the Insane such dependent insane persons who are
residents of the State of Maryland as in the judgment of the
said Board of Lunacy should be so removed; and all such de-
pendent insane persons after their removal to one of the State
Hospitals for the Insane shall be maintained therein at the
expense of the State. In furtherance of the purposes of this
Act a Commission shall be appointed by the Governor of which
he shall be a member ex officio, consisting of the Lunacy Com-
mission, who shall report to the Legislature on or before the
fifteenth day of January, 1910, such amendments to the present
law regulating the care and treatment of the insane and such
other measures, including plans for the enlargement of the
present State hospitals or the creation of other State hos-
pitals, as may to such Commission seem necessary.
