SEC. 23e. And be it further enacted, That each of said clerks
shall be entitled to charge and receive a fee of one dollar for
each and every decree therein recorded, to be part of the costs
in the case, and to be taxed and collected as other costs are
now taxed and collected.
SEC. 23c. And be it further enacted, That if any such clerk
shall neglect or refuse to make such record, he shall be deemed
guilty of a misdemeanor and shall forfeit the sum of one hun-
dred dollars for the use of the State; provided, that said clerks
shall not be required to record said decrees until the costs
thereof shall have been first paid.
SEC. ' 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 420.
AN ACT to repeal Section 9 of Article 19 of the Code of Public
General Laws, entitled "Comptroller, " and to re-enact the
same with amendments.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 9 of Article 19 of the Code of Public General
Laws, entitled "Comptroller, " be and the same is hereby re-
pealed and. re-enacted with amendments, so as to read as fol-
lows:
9. He shall within ten days after the first Wednesday in
January in each year make to the Legislature, if in session, or
to the Governor, if the Legislature be not in session, a report
exhibiting a complete statement of the funds and revenues of
the State, and of the public expenditures during the fiscal year
ending on the thirtieth day of September preceding, specifying
the amounts derivable and received from each source of reve-
nue, and the purpose for which each expenditure was made,
and showing the names, residence and official character of the
persons from whom any arrearages may be due, with the
amount so due from each defaulter, and showing moreover the
names, residence and official character or service of each person
or payee to whom any payment or allowance has been made or
paid out of the appropriation or appropriations for legislative
expenses of each General Assembly, and separating the same
