places in the United States notwithstanding prohibitory statutes enacted
by the several States thereof; and
Whereas the practice of polygamy is generally condemned by the
people of the United States and there is demand for the more effectual
prohibition thereof, by placing the subject under Federal Jurisdiction
and control, at the same time reserving to each State the right to make
and enforce its own laws relating to marriage and dfvorce; now, there-
fore,
Resolved, the House of Delegates concurring, That application be and
hereby is made to Congress, under the provisions of article five of the
Constitution of the United States for the calling of a convention to pro-
pose an amendment to the Constiution of the United States whereby
polygamy and polygamous cohabitation shall be prohibited, and Con-
gress shall be given the power to enforce such prohibition by appro-
priate legislation.
Resolved, That the Legislature of all other States of the United States
now in session or when next convened, be and they hereby are respect-
fully requested to Join this application by the adoption of this or an
equivalent resolution.
Resolved further, That the Secretary of State be and he hereby is
directed to transmit copies of this application to the Senate and House
of Representatives of the United States, and to the several members of
said bodies representing this State therein.
JOINT RESOLUTION No. 10.
Commemorating the service rendered the State of Maryland by the Hon.
Edward Lloyd, late of Talbot county, deceased.
Whereas since the adjournment of the last General Assembly of this
State, the people of this State have been called upon to mourn the loss
of several of their most honored citizens and devoted public servants,
among whom we number the Hon. Edward Lloyd, of Talbot county, who
had represented his county in each branch of the General Assembly,
having served in the Legislature of the State in 1847, being elected to
the House of Delegates in that year, before he had reached the age of
twenty-one years, but who had attained his majority before taking his
seat in the Assembly of that year. Had also served as a member of
"that body in the session of 18S4, and had served as a member of the
State Senate in 1874, 1876, 1878, 1880, 1890 and 1892, and had presided
over the Senate at the sessions of 1880 and 1892, beside holding many
other positions of honor and trust in the government of his native
State; therefore, be it
Resolved by the General Assembly of Maryland, That in the death
of the said Edward Lloyd, this State has suffered irreparable loss.
Resolved further, That as a mark of respect to the said deceased
fellow-citizen, a copy of these resolutions be bound with the Acts of
Assembly for this session 1908, and that copies thereof properly en-
grossed and under the Great Seal, be forwarded by the Secretary of the
Senate to the family of the said deceased.

Relating to the death of the Hon. William Pinkney Whyte.
Resolved by the General Assembly of Maryland, That its members
have received with the profoundest sorrow the intelligence that the
Hon. William Pinkney Whyte has ended his career of mortal useful-
ness, and has entered upon the ampler and happier state of existence
