SEC. 3. And be it enacted. That the incorporators hereinbe-
fore named, or a majority of them, shall organize as soon as
practicable after the passage of this Act, and elect twelve
directors to manage the affairs of the said association for the
first year, and the said directors, when elected, shall meet and
elect from this number a president, one or more vice-presi-
dents, a secretary and treasurer, and the said directors shall
have power to make all necessary by-laws, rules and regula-
tions for managing said association, as well as providing for
an annual election of directors to the number of twelve, to
manage said association.
SEC. 4. And be it enacted, That the purpose of the said asso-
ciation shall be for the preservation of birds and game in
Cecil county, and to this end shall be entitled to demand and
receive from the clerk of the Circuit Court for Cecil county
all moneys in his hands at the time this Act is passed, received
from licenses issued by him to non-residents of the State of
Maryland to hunt, trap, shoot or kill birds and game in said
Cecil county, and shall also be entitled to demand and receive
from said clerk all moneys received by him from said licenses
after the passage of this Act; and all moneys received by him,
or by any justice of the peace in Cecil county from fines, for-
feitures and penalties imposed under the local game laws of
Cecil county, except such sums as are allowed by law to any
informer of any violation of this law, and all moneys received
by the said association shall be used for the purpose of re-
stocking Cecil county with birds and game, and no salary shall
be allowed or paid to any member of said association out of the
moneys so received; but nothing in this Act shall affect the
disposition of the money received from licenses or fines or
forfeitures under the provisions of the Public Local Laws of
Cecil county relating to wild fowl.
SEC. 5. And be it enacted, That each and every member of
this association be and he is hereby made a conservator of the
peace in said Cecil county, and upon taking the oath required
of constables in said county, shall have the power to arrest, in
Cecil county, violators of any of the provisions of the local
game laws of said Cecil county, without a warrant, and take
the same before any justice of the peace of said county for
trial.
SEC. 6. And be it enacted, That all Acts or parts of Acts in-
consistent herewith are hereby repealed, and that this Act
shall take effect from the date of its passage.
