manent president of the Council, and in his absence elect a
president pro tem.

143. And be it enacted, That neither the Mayor nor any
Councilman shall enter into or make any contract for doing
work or furnishing any supplies or materials for the said city,
nor shall they or any of them in any manner participate in the
profits of any contract made by or entered into by them for
said city with any person, firm or corporation whatsoever; pro-
vided, this section shall not apply to any stockholder or stock-
holders of a corporation not an officer of such corporation.
And said contract shall be null and void and not recoverable at
law.

144. And be it enacted, That the Mayor after the annual
election and qualification of the newly elected members of the
City Council at its first regular meeting shall appoint, subject
to confirmation by a majority of the Council, not more than
four persons as policemen, one person as supervisor of the
streets, and one of the justices of the peace of Wicomico
county residing in said city as police justice, each of whom
shall hold office for one year from the date of appointment, or
until his successor is appointed, confirmed and qualified. The
duties and compensation of these officials shall be such as are
prescribed by law and by ordinance or resolution of the Mayor
and Council from time to time.

145. And be it enacted, That at the time of the appointment
of the several officers mentioned in the preceding section the
Mayor shall appoint an attorney to the Mayor and Council, to
be known as the "City Solicitor," and who shall be confirmed as
provided in the previous section. He shall be a member of the
bar, of the Circuit Court for Wicomico county, and who has re-
sided in and practiced his profession for not less than three
years immediately preceding his appointment in the city of Sal-
isbury, and he shall receive a salary of two hundred dollars per
annum. The City Solicitor shall be the legal adviser of the
Mayor and Council of Salisbury, and shall have general super-
vision and direction of all legal business of the city. He shall
have charge of the preparation and trial of all suits, actions
and proceedings of every kind to which the city shall be a
party in any court, State or federal, and he shall personally
participate in the trial of all such suits in any courts of the
State or Federal courts, and all such suits in other courts
which the Mayor may request him in writing to try, and shall
discharge such other duties as may from time to time be pre-
scribed by ordinances not inconsistent with this Act, and he
may receive extra compensation for any extra and special ser-
vices and for suits in the State or Federal courts.
