gent poor, or for the general purposes of education, or for char-
itable purposes of any description, within said city of Salis-
bury; and the said corporation may buy any property it may
deem necessary so to do and may sell, lease or otherwise dis-
pose of any property belonging to said corporation; provided,
that it shall not buy, sell or dispose of any property of the
value of five thousand dollars or over without first submitting
the question of buying or selling and disposing of said property
to the voters of said Salisbury at a general or special election
of which at least twenty days' notice shall be given in the man-
ner provided for holding general elections under this Act.
133. And be it enacted, That the government of said city
shall be vested in a Mayor and five Councilman to be selected
as hereinafter provided, who shall be taxpayers and qualified
voters of city for twelve months next preceding their election,
and shall hold their offices for the term of two years, or until
their successors are appointed or elected and qualified; pro-
vided, that three of the Councilman elected at the first election
held under this Act, which three shall be determined by lot at
their first regular meeting, shall hold their office for the term of
one year only.
134. And be it further enacted, That the male citizens of
Salisbury, who have resided within the corporate limits of said
city for twelve months next preceding the election, and who
were qualified voters at the last preceding State or Congres-
sional election, shall, on the first Tuesday in May, in the year
1908, and on the same day in every second year thereafter, elect
by ballot one person to be Mayor, and on the first Tuesday of
May in the year 1908, elect by ballot five persons to be Council-
men; and on the same day in every year thereafter, elect by
ballot three persons to be Councilmen, to succeed those whose
term of office is about to expire, two of whom shall be desig-
nated by lot at the first regular meeting of the Council, after
their election and qualification to hold said office for two years,
or until their successors are appointed or elected and qualified.
135. And be it enacted. That the Mayor shall, by publication
in one or more newspapers published in said Salisbury at least
ten days prior to holding any such election, give notice thereof,
stating the object of said election, and the time and place and
hours pf holding the same. The Mayor shall, at least three
days prior to the holding of any such election, appoint three
citizens, qualified voters of said city, two of whom shall be
from the majority party and one from the minority party at
last State election, to act as the judges of the election, who be-
fore acting as such shall take oath in due form of law, before
