election; provided, however, that in Baltimore county the
said judge shall be selected and appointed by the State Cen-
tral Committees of the several parties in said county; and be-
fore any person shall act as judge or clerk at any such primary
election conducted under this Act, he shall take an oath that he
will discharge his duties as such judge and clerk honestly and
fairly, which oath shall be, in substance as follows: I, ,
(judge or clerk) in the presence of Almighty God, do solemnly
swear (or affirm) that I will well and truly discharge the duties
of (judge or clerk) at the primary election to be held on the
day of by the party in District No.
of county; that I will faithfuly observe the laws, rules
and regulations relative to holding said primary election and
in all respects perform the duties of said office impartially,
and according to law; that I will not attempt to ascertain for
what candidate or candidates any person shall vote or has
voted in said primary, and if such knowledge shall be acquired
by me, I will not directly or indirectly, by word or act divulge
or reveal the same or aid in doing so save when I may be re-
quired to do so by law in some legal proceedings, said oath may
be taken before any officer in such county authorized to admin-
ister oaths and after the return judge shall have taken his oath
as a registration officer in said county and shall have taken the
oath required of him as judge of such primary election in this
section provided, he is hereby authorized and empowered to ad-
minister the oath to other judges of primary election and to the
clerks of primary election in the precinct or district for which
he shall have been appointed as return judge, and said oath or
affidavit of each election judge and clerk shall be placed in writ-
ing, signed and subscribed as aforesaid and be returned in the
sealed ballot box to the proper governing body as hereinafter
provided. In the event that any judge or clerk appointed by
the Board of Supervisors of Elections for any of said counties
as aforesaid, or other governing body for any county shall fail
to qualify as above required, or shall fail to appear at the time
set for holding the primaries as provided for in this article, the
remaining judges who have been appointed as aforesaid, shall
elect some person to fill the vacancy of such person refusing to
serve or neglecting to appear and the said substitute, judge or
clerk shall be required to take the oath prescribed as aforesaid.
SEC. 160c. All candidates shall file with the State Central
Committee or other governing body of the respective parties
for the several counties at least fifteen days prior to the day
fixed by the State Central Committee, or other governing body
for holding the said primary election, a certificate stating his
name, residence, and age, and the office or convention for which
