here by clothed with the powers of condemnation un'der the
right of eminent domain, as provided for for corporations in
the Code of Public General Laws of Maryland, as fully and to
the same effect as if the said provisions were herein incor-
porated, and the proceedings in such condemnation shall be
in conformity with the provisions of the said Code. They
shall have power to enter into contract for the purpose of
supplementing, enlarging, increasing and adding to said elec-
tric light plant, for the material therefor and to employ all
necessary labor and clerks, to fix their compensation, and
when the said work of supplementing, enlarging, increasing
and adding to said electric light plant is completed, the addi-
tions, enlargements, increase and supplemental works and plant
shall be considered a part of the present electric light plant,
and shall be controlled and managed and operated under the
same rules, regulations as provided for in said chapter of the
said Acts of 1898.

SEC. 4. Be it enacted, That for the purpose of paying the
interest on the said bonds and for the purpose of redeeming the
same and paying them off at maturity, the said Burgess and
Commissioners of the said town are authorized and empowered
and directed to levy such tax upon the taxable property within
the limits of the said town as may be necessary to enable them
in connection with the revenues from the said electric light
plant and the additions thereto herein provided for, to pay
said bonds and the interest thereon and the operating expen-
ses and necessary repairs to said works in each year, until
all of said bonds shall be paid off. The said taxes so collected
shall be paid to the treasurer of the said board of supervisors
and the amount for that purpose shall be in addition to the
amount now authorized by law. The money arising from elec-
tric light rents shall be applied first to the payment of the
current expenses of said works and plant; secondly, to the
payment of the interest on said bonds, and thirdly, as to any
balance, to provide a sinking fund for the payment of such
bonds when they become due. And when any bond is paid
off it shall be immediately burned and the fact noted in the
registration book hereinbefore referred to.

SEC. 5. Be it enacted, That the title of the said supplemental
works and the increase and enlargement, and the addition
herein provided for, with all the lands, real estate, water rights
and franchises thereto appertaining, and materials thereof shall
vest in the said Burgess and Commissioners of Williamsport in
their corporate capacity.
