1080 LAWS OF MARYLAND.

on said election day, count up the votes and make a certificate
of the same in the usual form and forward the said certificate
and return the ballots to the clerk of the Court for Washington
county, and upon receipt by said clerk of the said certificate
and ballots, he shall make proclamation of the results by pub-
lication in one or more newspapers (not exceeding two) pub-
lished in said Washington county, one of which shall be pub-
lished in Williamsport, Maryland.

SEC. 3. Be it enacted, That if the result of said election shall
be in favor of the bond issue, then all the proceeds from the
sale of said bonds shall be turned over to the treasurer of
the board of supervisors holding office under the provisions of
chapter 27 of the Acts of the General Assembly of Maryland,
passed at its January session, A. D. 1898, entitled "An Act
to authorize and empower the Burgess and Commissioners
of Williamsport, Washington county, Maryland, to borrow
money on credit of the said town for the purpose of construct-
ing water works and electric light, heat and power plant, or
either of them, in said town, and to issue bonds for the pay-
ment of the same, and to levy on the assessable property of the
town to redeem said bonds, and to pay the interest thereon,"
said board of supervisors having been appointed under said
Act for the purpose of erecting an electric light plant for the
said town. The said treasurer shall receive the said money
and deposit the same in some bank to be designated by the said
board of supervisors and shall disburse the same on the order
of the said board by check to be signed by himself and the said
Burgess of said town. The said board of supervisors, in addi-
tion to the powers given to them by the aforesaid chapter 27
of the Acts of the General Assembly of Maryland, passed at
its January session, A. D. 1898, are hereby authorized and
empowered to contract for, purchase in fee simple or lease for
a term of years, any land, real estate, water and water rights,
or property which they may deem necessary for the purpose of
supplementing, enlarging, increasing and adding to the electric
light plant of the said town, and they are hereby vested with
all the rights and powers necessary for the purpose of sup-
plementing, enlarging, increasing and adding to the said elec-
tric light plant of the said town, and if for any cause the said
board of supervisors shall not be able to agree with owners
of any such land, real estate, water rights, property or other
material part of the real estate which they may find necessary
for the supplementing, enlarging, increasing and adding to
said electric light plant, or if such owner is under any disa-
bility or incapacity to contract, or is absent or unknown, under
age or non compos mentis, the said board of supervisors is
