of this Act, excepting as hereinbefore provided in this Act
No license under this Act shall be issued for a longer period
than one year, and all licenses shall expire on the first day of
May in each year; if issued for a shorter period, the licensee
shall pay for every month for which his license is to run until
the first day of May, one-twelfth of the annual charge for such
license. No lager beer or malt liquors shall be sold in Wash-
ington county by the bottler thereof, except to licensees under
this Act, nor shall any bottler sell lager beer or malt liquors
in any quantities to be drunk on the premises, unless he or
they shall have first been granted a saloon or oyster house
license under this Act.
SEC. 323. And be it enacted, That the clerk of the Circuit
Court for Washington county shall keep a full record of all
applications for licenses and all recommendations for and
remonstrances against the granting of any license or licenses
thereon, whether the same be granted or refused to be granted,
and such records shall be kept and preserved in the clerk's
office and be open to the inspection of the public.
SEC. 324. And be it enacted, That no license shall be issued
to any other person or persons unless such persons shall have
executed a bond to the State of Maryland in the penal
sum of two thousand dollars with two sufficient sureties to
be approved by the clerk of the Circuit Court for Washington
county, conditioned for the faithful observance of all the
laws of this State, relating to selling of vinous or spirituous,
malt brewed or fermented liquors or any admixture thereof,
and to pay all costs, fines and penalties which may be imposed
on him or them for any violation of this Act or any other Act
or law relating to the regulating or providing, or with refer-
ence to the selling or furnishing liquors as aforesaid; and the
said bond, when so approved, shall be deposited with said
clerk, who shall record the same in a book to be kept by him
for that purpose, and said clerk shall be entitled to a fee of
fifty cents therefor, to be paid by the applicant for such
license, and the record thereof or a duly certified copy shall be
evidence in any proceedings brought under the provisions of
this Act for the enforcement of said penalties; but no person
shall be accepted as surety on more than one bond in any one
year.
SEC. 325. And be it enacted, That no person shall knowingly
sell or barter any spirituous or fermented liquors or lager
beer to any person who is a minor or under twenty-one years
of age, nor shall any person knowingly sell or barter to any
person such spirituous or fermented liquors or lager beer to
