side of Spa creek ; thence following the meanderings of the
low-water mark on the southerly and easterly side of said creek
and the course thereof to the point of beginning ; provided,
however, that the county bridges crossing Spa creek and College
creek although thus included within the limits of the city of
Annapolis for police and fire protection, shall be maintained
and kept in repair for public travel, as heretofore, at the sole
expense of Anne Arundel county.

CHAPTER 371.
AN ACT to amend an Act entitled "An Act to incorporate
the Town of Mt. Airy, in Carroll and Frederick counties,
passed at the January Session, eighteen hundred and ninety-
four, being Chapter ninety-one of the Acts of said Session.
SECTION 1. Be it enacted by ike General Assembly of Mary-

land, That all persons who have resided within the corporate
limits of said town of Mt. Airy for six months preceding the
election, and who are qualified to vote for delegates to the
General Assembly of Maryland, shall elect by ballot on the
first Monday of May, eighteen hundred and ninety-eight, and
thereafter biennially, a Mayor of said town, who shall be at
least twenty five years of age and the owner of real estate or"
leasehold property within the corporate limits of said town,
and a resident in said town for at least two years previous to
said election, and five members of the Council of said town,
who shall each be at least twenty-one years of age, a resident
in said town for at least one year previous to said election, and
the owner of real estate or leasehold property within the cor-
porate limits of said town.

SEC. 2. And be it enacted. That the five members of the
Council shall at their first meeting after their election, elect
one of their number to be president of the Council, who shall
also be Mayor pro tem in the absence of the Mayor ; and
three members of said Council shall constitute a quorum for
the transaction of business.

Special
eleation.

SEC. 3. And be it enacted. That if any member of the
Council shall fail or refuse to qualify after his election or shall
die, or resign as a member of said Council, or remove from said
town, or if, for any cause, there should be a vacancy in said
Council, the said vacancy shall be filled as speedily as practic-
able at a special election to be conducted by three judges
appointed by said Council, at such time and place, in such manner
