and possessions of any person or body politic through which
said sewers or drains may pass, and regulate, make or repair

the same ; and may pass such ordinances as they may deem
proper for the protection of the same, and fix penalties for the
violation thereof. The cost of constructing, opening, enlarg-
ing or strengthening any sewer in any street or alley, or through,
any private property shall be chargeable to the property adja-
cent thereto.
SEC. 29. And be it enacted, That the said Commissioners
shall have power to establish or cause to be established such
reservoirs, dams, tanks and other means of storing water, and
to authorize the laying of such mains, pipes or other conduits,
as may be required in constructing the same, and regulate the
charge for the same.
SEC. 30. And be it enacted, That the said Commissioners
shall have the power to establish or cause to be established,
suitable and necessary building or buildings, machinery and
appliances for furnishing electric lights and power within the
said town of Arundel on the Bay ; and the said Commission-
ers are authorized to pass such ordinances as may be necessary
for the maintenance and conduct of such street lights.
SEC. 31. And be it enacted, That the said Commissioners
shall have full power to construct or cause to be constructed,
euch piers, docks, sea walls, wharves, breakwaters, dykes and
other improvements as it may from time to time deem neces-
sary or convenient for the accommodation of the public, for
amusement or business purposes, or for protection and preser-
vation of its water front, and to fix such charges and regula-
tions as said Commissioners may deem proper, for the use and
occupation thereof. And to provide for payment for work
done under contract for the protection and preservation of the
shore or water front on Chesapeake bay, within the limits of
Arundel on the Bay, the said Commissioners may issue the
negotiable bonds of the corporation to an amount not exceed-
ing ten thousand dollars in the aggregate, having not less than
five years or more than twenty years to run, redeemable at
the pleasure of the Commissioners at any time within said
periods, upon thirty days' public notice of their desire to do so,
published in a newspaper of general circulation in Annapolis,
Maryland ; such bonds to be executed by the Mayor and coun-
tersigned by the secretary, after having been authorized by the
Commissioners by order duly entered of record, and shall bear
not exceeding five per cent, interest per annum, payable semi-
annually and made payable at the office of the treasurer. They
