46 A. Whenever there shall be or may have been any territory
laid out and platted into lots adjoining said city of Cumberland,

and a record of the same shall have been made in the clerk's ]
office of Allegany county, the said Mayor and City Council
may, upon the application of a majority of the property
owners in such contiguous territory so laid off and platted and
recorded, by an ordinance of the Mayor and City Council
extend the boundary of said city of Cumberland, so as to
include the territory so prayed to be admitted as part of said
city, and the territory thus annexed shall thereafter form a
part of said city and be within the jurisdiction of the same, and
the said Mayor and City Council shall immediately file a copy
of such ordinance with the metes and bounds of such territory
so added in the office of the clerk of the Circuit Court for
Allegany county, where the same shall be recorded by the
clerk of said county.

carry out and enforce all sanitary regulations, and for the

apprehension of disorderly persons, vagrants, common prosti-
tutes and their associates, and to exact license money from all
persons licensed to retail intoxicating liquors by the county or

liquors are sold or given away to be used on the premises, the

mile beyond the city limits as now located, or as they may
hereafter be located under the provisions of this Act.

128 B and 128 o.
SECTION 1. Be it enacted by the General Assembly of Mary-
