the Mayor and Council, and signed by the Mayor, in a book
kept by him for that purpose, and the books of said corpora-
tion shall be open for inspection by any taxpayer at all times,
and copies of all ordinances shall be put up in the public
places of said town.

188. The council shall have power to pass all ordinances not

unconstitutional with the existing laws of the State, as they
may deem necessary for the good government of the town, for
the preservation of peace and good order, and securing per-
sons and property from violence, danger and destruction ; for
the removal of nuisances, no matter from what source pro-
ceeding, and all obstructions from the streets, lanes and alleys,
and from any lot adjoining thereto within the limits of the
town ; for the removal of any dangerous house or buildings ;
for the paving, grading, repairing, drainage, leveling, survey-
ing, laying out, extending, widening, opening, closing, straight-
ening, re-locating, improving, or repairing any street, sidewalk
or alley in said town ; and may condemn or purchase the right
of way of any street or alley which they may determine should
be opened for the public good ; for the preservation of prop-
erty, rights and privileges; for the regulation of sales of the
streets, alleys or public places in said town ; for the weighing
of hay, coal and other property; for the suppression of vice
and immorality ; for the suppression of concealed weapons ;
for the suppression of the practice of discharging firearms,
fire-crackers, torpedoes or other explosives ; for regulating the
handling and storing of all kinds of explosives, for the pre-
vention of gambling ; for licensing of theatricals or other
public amusements; to suppress tramps; for lighting the
streets ; for preventing swine, cattle, dogs or other animals
from running at large on the streets; for imposing a tax on
dogs ; for locating of hog pens, privies and stables ; and the
Mayor and Town Council shall have power and full authority
to pass all such ordinances as may be necessary to carry out
and give full force and effect to the powers confered upon said
corporation by law ; and be it further enacted, that the Mayor
and Town Council shall have the right to provide for the
organization, equipment and government of tire companies
and to permit said fire companies to organize as a body, and to
provide within itself all rules and regulation of its members
and property appertaining thereto, subject to the general
supervision of the said Mayor and Town Council.

Power of the

89. The Mayor and Town Council shall have power to levy .
a tax on dogs, not to exceed one dollar for any one dog, and
