CHAPTER 317.
AN ACT authorizing and directing the Mayor and Council of
Hagerstown to levy and collect in their discretion, annually,
in perpetuity, a sum of money in aid of the maintenance of
a free Library to be established in the town of Hagerstown,
in Washington County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land. That the Mayor and Council of Hagerstown be and they

entered into.

are hereby authorized and directed, in their discretion, to enter
into a contract with The Washington County Free Library,
whereby they shall contract to contribute annually, in perpetuity,
the sum of $1,000 per annum for the care and maintenance of
the said The Washington County Free Library.
SEC. 2. And be it enacted. That for the purpose of carrying
out the obligation which may be incurred under the provisions
of the foregoing section, that the said Mayor and Council of

Levy a sum
of money.

Hagerstown be and they are hereby authorized and directed,
in their discretion, to levy and collect annually, in perpetuity,
on the assessable property of said town a sum of money suffi-
cient to meet the obligation to be incurred by the said Mayor
and Council of Hagerstown under the provisions of the fore-
going section.

Effective.

SEC. 3. And be it further enacted. That this Act shall take
effect from and after its passage.

CHAPTER 318.
AN ACT to incorporate the Realty Trust Company of Mary-
land.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Thomas P. Amoss, Henry Clay Tunis, William H.

Bayless, Samuel Roland, Ruxton M. Ridgely, Harry W.
Crowl and James W. Owens, all being citizens of the united
States and residents of the State of Maryland, and their asso-
ciates and successors, and all such other persons as shall here-
after become stockholders in the company incorporated, shall
be and they are hereby constituted a body politic and corpo-
rate by the name and title of the "Realty Trust Company of
Maryland," and by that name be capable in law to acquire and
hold, and in anywise dispose of property, and to sue and be
sued, plead and be impleaded in any court whatever, to make
