Before entering upon their duties the members of the council
shall make oath before the Major or a justice of the peace
that they will diligently perform all the duties required of
them by law as members of the Town Council without fear,
partiality or prejudice.
173. No person shall be eligible as a member of the Town

his election in the town of Oakland, and shall be a freeholder
in said town, and shall also be twenty tive years of age.

sessions of the council, or attending ro the other public busi-
ness required of them ; not, however, to exceed twenty-iour

tion and two clerks for the purpose of holding each general
or special election which may be held under the provisions of
this Act or the ordinances passed in pursuance thereof. Ten
days' notice shall be given of all elections, general or special.

Vacancy.
|
176. If any vacancy shall occur in the Town Council by
reason of death, resignation, removal from the town, removal
from office or otherwise of any member, the Town Council
shall have the power within itself to fill such vacancy.
177. The members of the Town Council shall meet at their

regular place of meeting on the first Monday in April in each
year to organize; they shall elect one of their number to be
president of the Town Council, who shall preside at their
meetings, and in the absence of the Mayor, or in case of
vacancy in that office, shall ex officio be clothed with all the
powers and perform all the duties of Mayor. The Town Coun-
cil shall also at said meetings elect a town clerk, treasurer, tax
collector and street commissioner.
178. The Town Council may appoint a supervisor or super-

visors of the streets, lanes and alleys of said town whenever in
their discretion they may deem proper to so appoint and direct
in what manner the same shall be kept up and repaired, and
may allow such supervisor such compensation for his services
as they may deem reasonable.

179. The Town Council may from time to time cause an
assessment to be made of all the property, real and personal,
in the town by three persons appointed by them and may levy
