to go to the Board of County School Commissioners of Anne
Arundel, for the use of the public schools thereof, or shall be
subject to imprisonment in the county jail for a period of not
less than six months nor more than one year, or to both fine
and imprisonment in the discretion of the court; provided,
however, that nothing in this Act shall render it unlawful,
during the month of October of each year, for any person to
make a pool or book, or to bet within the grounds of any
agricultural association upon any horse race, which shall be
actually held or run within the said grounds, race course or
driving park, upon which said person shall so make a pool or a
book, or shall so bet, upon the same day on which said race
shall be held.

SEC. 2. And be it enacted, That all Acts or parts of Acts
or provisions of the Code of Public General Laws inconsistent
with this Act, so far as the same apply to Anne Arundel
county be and the same are hereby repealed.
SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage ; provided, that every offense
which has been or shall have been wholly or partly committed
against any of said provisions of the Code of Public General

Repeal.

Laws, or of said Acts or parts thereof, before this Act goes
into operation, shall be dealt with, inquired into, tried, deter-
mined and punished, and any penalty in respect to any such
offense shall be imposed or inflicted, and any fines shall bo
imposed, enforced or recovered, in the same manner as if the
said provisions, Acts or parts thereof had not been repealed :
and no case pending shall abate by reason of such repeal ; and
every Act duly done, and every warrant or other instrument
duly issued, made or granted before this Act goes into opera-
tiou, shall continue to be of the same force and effect as if this
Act had not been passed.

CHAPTER 291.

AN ACT appropriating a sum of money to the Maryland
Agricultural College for the purpose of erecting a building
for Recitation Rooms and Laboratories for the Department
of Agriculture, its allied branches, and putting in sanitary
plumbing in the dormitories.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the sum of fourteen thousand dollars be and the
