SEC. 7. And be it enacted, That at the next regular

election for Commissioners of Chestertown, there shall be sub-
mitted to the qualified voters of Chestertown, the question ;
whether the said water works shall be purchased; and at such
election the ballots cast upon that question, shall have the
words "For the purchase of the Water Works" or "Against the
purchase of the Water Works " thereon, and if the majority of
the votes cast upon said question shall be "For the purchase of
the Water Works," then the Commissioners of Chestertown, or a
majority of them, shall proceed to execute the powers vested
in them by this Act, and purchase said water works ; but if
the majority of votes cast shall be against the purchase of the
water works, then they shall not execute such powers nor pur-
chase said water works.

SEC. 8. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 280.
AN ACT to amend Article eighty-one of the Code of Public
General Laws, title "Revenue and Taxes," sub-title "Collec-
tors and Collections," by adding thereto a new section to be
designated Section 48 A, for the purpose of facilitating the
refunding to tax collectors over payments of taxes into the
treasury of the State.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Article eighty-one of the Code of Public

General Laws, title "Revenue and Taxes," sub-title "Collectors
and Collections," be amended by adding thereto a new section
to be designated section 48 A, as follows :
SEC. 48 A. The Comptroller of the Treasury and the Treas-
urer of the State shall on or before the first day of February

in the years of the meeting of the General Assembly, make
out from their books accurate lists of the names of all such
collectors of State taxes, together with their county and dis-
trict address, who have paid into the treasury of the State
more money for State taxes than on a final settlement is prop-
erly and legally chargeable to him, and the amount of money
so overpaid opposite each name respectively, and such certifi-
cates shall be by the presiding officers of the two Houses of the
General Assembly referred to the Committee of Finance of
the Senate and the Committee of Ways and Means of the
