LAWS OF MARYLAND.

for a reasonable time for the construction and completion of
said work, which pro posals shall be sent in sealed envelopes in
care of the School Examiner of Anne Arundel county,
addressed to said committee, and shall be publicly opened on
the day and at the hour named in said advertisement; said pro-
posals shall set forth the amount of money for which the par-
ties proposing will complete the building according to the
specifications, and the time or times at which payment therefor
shall be made, and the time when said building will be com-
pleted, and -the said building committee shall award the contract
to the lowest responsible bidder giving bond to the State of
Maryland in such penalty as said committee shall determine, con-
ditioned for the faithful performance of the contract entered into;
which bond shall be liable at the suits of the County Commis-
sioners or the School Commissioners of Anne Arundel county,
or the Mayor, Counsellor and Aldermen of the city of Annap-
olis for any violation of its conditions. The said building com-
mittee is hereby authorized and required to employ a skilled
and competent architect under whose control and supervision,
as to material and workmanship such building shall be erected;
and said building committee shall also, in like manner, deter-
mine upon the proper furnishing of the rooms and offices of
said school building, and shall at such time as it may deem
proper, advertise for such furniture, as in its discretion will be
suitable for the uses and conveniences of said school building
and the several rooms therein, and shall award the contract
therefor to the lowest responsible bidder or bidders; provided,
however, that the entire cost of said building complete, and
furnishing thereof, shall not exceed the amount realized from
the sale of the bonds hereinafter authorized and directed to be
issued for that purpose or otherwise raised as hereinafter stated.

SEC. 3. And be it enacted, That said building committee

upon entering into any contract, as mentioned in the preceding
section, shall forthwith make reports to the County Commis-
sioners and to the School Commissioners of Anne Arundel
county, and to the corporation of Annapolis, fully setting forth
the terms and character of said contract and the debts incurred
thereby, a synoposis of which report shall be duly published
in the usual manner of publishing county expenditures.

SEC. 4. And be it enacted, That for the purpose of con-
