particularly to the listing of personal property in the year
nineteen hundred and two, and etery six years thereafter, so
far as the same may be applicable and practicable. There
shall always be an appeal to the Board of County Commis-
sioners from the acts of all assessors or agents appointed by
them hereunder, or others authorized to act as assessors under
the laws of this State.

SEC. 2. And be it enacted, That this Act shall take effect ;
from the date of its passage.

CHAPTER 276.
AN ACT to provide for the building and furnishing of a
public school building in the city of Annapolis, Maryland,
and the management of a free district school therein for
colored children, and to authorize and require the Board of
School Commissioners of Anne Arundel county to borrow
money on the credit of said county, and the Mayor, Coun-
sellor, and Aldermen of the City of Annapolis to borrow
money on the credit of said city, for the purpose of erecting
and furnishing said building.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Samuel Jones, F. Eugene Wathan, Frank H.
Stockett, Jr., Robert Moss, Edwin A. fieidewitz, John H.

Hopkins, William Bishop, M. D., and William H. Butler, Jr., of
Anne Arundel county, Maryland, be and they are hereby consti-
tuted a building; committee for the purpose of erecting on the lot
owned by the school commissioners of said county, in the city
of Annapolis, and furnishing a public free school building for
colored children ; four of said committee shall form a quorum,
and the concurrence of four of them shall be necessary for the
decision of all questions which may arise in the discharge of
their duties ; and all vacancies occurring in said building com-
mittee, whether from death, refusal to act, resignation or other-
wise, shall be filled alternately by the School Commissioners of
Anne Arundel county and by the Mayor, Counsellor and
Aldermen of the City of Annapolis.
SEC. 2. And be it enacted, That the said building commit-

and as soon as said plan and specifications are determined upon
by them, they shall invite sealed proposals by advertisement
