more to issue the stock of the said Mayor and City Council of Bal-
timore to the amount of one million eight hundred and seventy-
five thousand dollars ($1, 875,000), to be used for the purposes and
in the manner provided by an ordinance of the Mayor and City
Council of Baltimore, approved on the 9th day of March, eighteen
hundred and ninety-eight, entitled "An ordinance to provide for
issuing the stock of the Mayor and City Council of Baltimore, and
to sell the same, for the purpose of providing means to enable the
Western Maryland Railroad Company to pay and extinguish all of
its third mortgage bonds, amounting to eight hundred and seventy-
five thousand dollars ($875,000), guaranteed by the Mayor and City
