426. All prosecutions for violations of any of the provisions
of this Act shall be upon presentment and indictment, and it
shall be the duty of any justice of the peace of Cecil county,
upon information received and confirmed by the oath of a
creditable witness, to have any person arrested and committed
to the county jail for violation of the provisions of this Act,
unless each person shall give sufficient bail or recognizance
with sureties to appear before the Circuit Court for Cecil
county at the next succeeding term thereof to answer the
charge.

427. No license shall be granted under the provisions of this
Act to any person other than a bona fide citizen of Cecil
county, and who shall have been such for at least one year
prior to the date of his application.

SEC. 6. And be it enacted, That this Act shall take effect
from the date of its passage.
