SECTION 1. Be it enacted by the General Assembly of Mary-
land, That sections 191 to 203, both inclusive of Article two
of the Code of Public Local Laws, title "Anne Arundel
County," sub-title "Roads," and chapter 378 of the Acts of
1890, and chapter 645 of the Acts of 1892, and chapter 464
of the Acts of 1896, which said three Acts of the General
Assembly amended and added new sections to paid title and
sub-title, be and the same are hereby respectively repealed and
re-enacted with amendments, and that certain additional sec-
tions be and the same hereby are added to said title and sub-
title, to be known respectively as sections 191 to 203, both in-
clusive, and 203 A to 203 X, both inclusive of said article and
sub-title, and to read as follows :
191. The County Commissioners of Anne Arundel county

shall at their first regular meeting in April, 1898, or as soon
thereafter as possible, and biennially thereafter, appoint two
persons, residing in different precincts, in each of the respec-
tive districts of Anne Arundel county, one from each of the
two political parties having east the largest number of votes
at the last preceding general election in said county, as
Road Commissioners for the respective" election districts of
said county. The persons so appointed shall always be selected
with special reference to their fitness and knowledge, to man-
age the matter of the construction, improvement, repair and
maintenance of the public roads. Within tive days after such
appointment the clerk of the County Commissioners shall
notify in writing the two persons so appointed in each of the
several election districts of their appointment, and within five
days after receiving such notice the two persons so named in
each of the several election districts shall meet and shall name
and appoint a third person, and the three shall constitute and
form the "Board of Road Commissioners" of such election
district.

before an officer authorized to administer oaths, the oath
required by section six of Article one of the constitution of
the State, a form whereof shall accompany his notice of
appointment, and he' shall return the same, together with the
name of the third member of the Board of Road Commis-
sioners so selected by the two appointed members, with his
oath of office subscribed. Said oaths shall be preserved and
recorded by the clerk of the County Commissioners among the
records of his office.
