SEC. 4. Said directors shall be known as the "Library
Board," and shall hold office one-third for one year, one-third
for two years, and one-third for three years from the first of
January following their appointment, and until their succes-
sors are chosen, and at their first regular meeting shall cast lot
for the respective terms, and annually thereafter the chief
executive officer of the municipality shall, before the first of
January of each year, appoint as before three directors, to take
the place of the retiring directors, who shall hold office for
three years, and until their successors are appointed. The
chief executive officer of the municipality may, by and with
the consent of the governing board, remove any director for
misconduct or neglect of duty.

SEC. 5. Vacancies in the board of directors occasioned by
removal, resignation or otherwise, shall be reported to the chief
executive officer of the muncipality and be filled in like
manner as original appointments.

SEC. 6. Said directors shall immediately after their appoint-
ment meet at the call of the chief executive officer of the
municipality and organize by the election of a president and
vice-president, a secretary and a treasurer; the treasurer so
elected shall be required to give bond for the faithful perform-
ance of his trust in such sum as the said library board may
determine, the said bond to be approved by said library board ;
directors shall receive no compensation ; they .shall make and
adopt such by-laws, rules and regulations, not inconsistent with
this Act, for their own guidance, and for the government of
the library and reading rooms, as may be expedient; they shall
have exclusive control of the expenditure of all moneys col-
lected to the credit of the library fund, and of the construc-
tion of any library building, and of the supervision, care and
custody of the grounds, rooms or buildings constructed, leased
or set apart for that purpose ; they shall have power to purchase
or lease grounds, to occupy, lease or erect an appropriate build-
ing or buildings for the use of said library, appoint a suitable
librarian and necessary assistants ; they shall have power to fix
the compensation of such appointees and to remove them if
unsatisfactory, and shall in general carry out the spirit and
intent of this Act, in establishing and maintaining a public
librarary and reading room.

SEC. 7. All moneys received for such library shall be de-
posited in the treasury of said municipality to the credit of the
library fund, and shall be kept separate and apart from other
monejs of such municipalities and drawn upon by the proper
