SEC. 4. And be it enacted, That the said County Commis-

sioners are hereby authorized, if in their discretion the same
may be deemed advisable or necessary, to erect at or near the
end of either of said bridges a toll house, and are directed to
appoint annually, the first appointment to date from the time
when the bridges shall be completed and ready for public use,
some competent and reliable person to act as bridge keeper,
who shall always be on the spot when his duties may require
his presence, to receive the rates and tolls as aforesaid, and to
give free passage by raising or removing the draws, to all
vessels or steamers which may approach said bridges for the
purpose of passing through the same; the said keeper shall
give bond to the said County Commissioners with good and
sufficient security to be approved by them, in the penal sum of
one thousand dollars, conditioned for the faithful and efficient
discharge of his duties, and safe custody and proper accounting
of all money coming into his hands, and shall account monthly
with the County Commissioners for all tolls collected by him,
and shall then pay the same over to the said County Commis-
sioners, and shall receive for his services such compensation as
said County Commissioners shall think just and proper, the
same to be provided for and paid out of tolls collected from
said bridge.

SEC. 5. And be it enacted, That the said County Commis-

shall advertise daily for proposals for the building of the same,
for two successive weeks, in some daily newspaper published in
the city of Baltimore, and also for three successive weeks in
the newspaper or newspapers in Anne Arundel county, doing
the county publishing, said proposals to be delivered sealed to
the County Commissioners, and at the expiration of said period
of advertisement the aforesaid County Commissioners shall
open and examine said proposals, and award the contract for
the building of the same to the lowest responsible bidder or
bidders, and the person or persons who shall be awarded the
contract for building of the said bridges shall enter into bond
in double the amount of the contract price for building said
bridges, and if said contractor shall fail to comply with all the
requirements and specifications of the same, and fail to give
the required bond, the said County Commissioners shall have
power to reject his or their bid, and the said Commissioners
may give the work to the next highest bidder or advertise
a new ; provided, that no contract be entered into or bond
received for the construction of said bridges unless the whole
