Effective.

SEC. 10. And be it further enacted, That this Act shall take
effect from the date of its passage.
Approved April 7, 1898.

CHAPTER 460.
AN ACT to refund to Martha H. Springer, the wife of Moses
H. Springer, a sum of money, being the proportional part
of the sum of one hundred dollars paid by the said Moses
H. Springer on May 1, 1897, unto F. Albert Kurtz, State
Insurance Commissioner, for an Insurance Broker's license,
the said Moses H. Springer having departed this life on or
about the 20th day of September, 1897, before the expira-
tion of said license.

Appropria-
tion.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Comptroller of the Treasury is hereby author-
ized and directed to draw warrant upon the treasury in favor
Martha H. Springer for the sum of fifty-nine dollars and
eighty-three cents ($59.83), being the proportional part of the
sum of one hundred dollars paid by the said Moses H. Springer
on May 1, 1897, unto F. Albert Kurtz, State Insurance Com-
missioner, for an insurance broker's license, the said Moses H.
Springer having departed this life on or about the 20th day of
September, 1897, before the expiration of said license.

Effective.

SEC. 2. Be it further enacted, That this Act take effect from
the date of its passage.

CHAPTER 461.
AN ACT to incorporate the "Central States Banking and
Trust Company."
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Alvin P. Kennedy, James M. Easter, Arthur M.

Body
corporate.

Easter, James L. Gilbert, Sam W. Pattison, William C. Rupp,
William Morris, Edwin W. Adams, Charles A. Haslup, Henry
D. Hammond and Walter H. Cronin, all of Baltimore city, in
the State of Maryland, and their successors in office, be and
they are hereby constituted and made a body corporate and
politic, under the name and style of the " Central States Bank-
ing and Trust Company," and by that name shall have per-
petual succession, and be capable in-law to hold and dispose of
property ; to sue and be sued in courts of law, equity, and any
