Proper Inves-
tigation to
b e made.

SEC. 3. And be it enacted, That the said commission shall
see that proper investigation is made of the condition of the
roads in this State, and of the best means of improving the
same, together with a study of the classification and distribu-
tion of the road building materials in the several counties.

Report to be
submitted.

SEC. 4. And be it enacted, That the said commission shall
see that a report upon the state of the roads and the best
method of improving, constructing and maintaining the same,
with estimates of costs, expenses and plans, be submitted at the
next session of the Legislature, and that special reports be pre-
pared at such time as they are deemed necessary.

Record kept.

SEC. 5. And be it enacted, That the eaid commission shall
see that record is kept of all its proceedings, and of all moneys
received and spent under its direction, and for what purposes;
which record and account shall be submitted to the said com-
mission at the semi-annual meetings of the same to take place
in March and November, such records and accounts to be
always open to the inspection of any committee which the
Legislature may appoint.

How money
is to be paid.

SEC. 6. And be it enacted, That all moneys paid out on
account of thig work shall be paid by the State Treasurer upon
the order of the executive officer of the commission, endorsed
by the Comptroller.

Appropria-
tion.

SEC. 7. And be it enacted, That the sum of ten thousand
dollars annually, or so much thereof as may be necessary, be
and the same is hereby appropriated out of any money in the
treasury not otherwise appropriated, for the purpose of carry-
ing out the provisions of this Act.

Effective.

SEC. 8. And be it further enacted, That this Act shall take
effect upon the date of its passage.

CHAPTER 455.
AN ACT to authorize and empower the Mayor and Council
of Brunswick, in Frederick County, Maryland, to issue bonds
for the purpose of constructing and completing a public
building in said town, suitable for municipal and other cor-
porate purposes ; provided, the issue of said bonds be approved
by a vote of the people of Brunswick.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Council of Brunswick, in Frederick
county, Maryland, be and they are hereby authorized and em-
