before the first day of January, eighteen hundred and ninety-
nine, and on or before the first day of January in each and
every year thereafter, pay over to the town of Garrett Park
that proportion of the entire county levy for the repair of
roads which the total real property assessed within the limits
of the town of Garrett Park, bears to the whole amount of
assessed property in Montgomery county, so that the town of
Garrett Park shall receive and disburse, for the maintenance
of the streets of said town the amount levied for the repair of
roads by said County Commissioners of Montgomery county,
upon the real property within the corporate limits of the town
of Garrett Park.

SEC. 19. This Act is hereby declared to be a public Act, and
may be used in evidence in all the courts of this State without
proof.

SEC. 20. Neglect or non-use shall not work a forfeiture of
this charter.

SEC. 21. All Acts and parts of Acts inconsistent with any
of the provisions of this Act are hereby repealed.

CHAPTER 454.
AN ACT to confer additional powers upon the Commission
established by the Act of the General Assembly at the
Session of 1896, Chapter 51, by providing for the investiga-
tion of the question of road construction in this State, and
for the preparation of reports thereon, and to make an appro-
priation therefor.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the commission established by the Act of the
General Assembly, at the session of 1896, chapter 51, be and
the same is hereby authorized to make provision for the inves-
tigation of the question of road construction in Maryland.
SEC. 2. And be it enacted, That the said commission be and

the same is hereby authorized to appoint, under the direction ,
of the superintendent of the survey, such assistants and other
employes as they shall deem necessary, and the said commis-
mission shall also determine the compensation of all persons
employed, and may remove them at pleasure.
