pointed or elected as aforesaid by the Governor or Commis-
sioners shall till such vacancy until the next general election
when a school commissioner or examiner shall be elected as
aforesaid to till the unexpired term of said decedent or dis-
qualified commissioner or examiner; and immediately upon
his election and qualification the said person appointed or
elected as aforesaid by the Governor or Commissioners shall
cease to be one of the County School Commissioners or Exami-
ners. In case of inefficiency, refusal to act, or breach of trust
of any commissioner or examiner, the board may, by a majority
of its members, declare the office vacant and give notice to
the person concerned, and also to the Governor, who shall, as
aforesaid, appoint some qualified person as commissioner; and
the Commissioners shall elect some qualified person as examiner,
as aforesaid, to serve until his successor shall be elected at the
time and qualify in the manner aforesaid for the unexpired
term of the person removed as aforesaid ; provided, however,
that the commissioner or examiner removed for cause and in
the manner as aforesaid be entitled to appeal from the action
and determination of the majority of members of the board
aforesaid within ten days to the State Board of Education,
whose decision shall be final ; and the Governor shall make no
appointment, nor ehall the Commissioners elect to fill the
vacancy, unless said State Board of Education shall affirm the
action and determination of the majority of the members of
the County School Board, or unless said appeal shall not be
taken within ten days aforesaid.
SEC. 2. And be it enacted, That all Acts or parts of Acts

inconsistent with the provisions of this. Act be and the same
are hereby repealed ; provided, however, that the present Board
of School Commissioners and examiner shall continue to serve
until the board elected under the provisions of this Act shall
qualify.

CHAPTER 446.
AN ACT to provide for an additional Justice of the Peace in
Election District Number One in Harford County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Governor of the State of Maryland be and be
is hereby authorized, empowered and directed to appoint an
additional justice of the peace, in and for election district
number one in Harford county.
