CHAPTER 439.
AN ACT to refund to John H. Parsons, late collector of
State taxes for the third collection district of- St. Mary's
County, a sum of money erroneously paid by him into the
Treasury.
SECTION 1. Be it enacted by the General Assembly of Mary -

land, That the Comptroller of the Treasury be and he is
hereby authorized and directed to issue his warrant upon the
Treasurer of this State, in favor of John H. Parsons, late col-
lector of State taxes for the third collection district of St.
Mary's county, for the sum of thirty-eight dollars and twenty-
four cents, being the amount overpaid by him into the Treas-
ury for the years eighteen hundred and ninety-two, eighteen
hundred and ninety three, eighteen hundred and ninety-four,
and eighteen hundred and ninety-five, the same having re-
ceived the recommendation of the Treasury officials.

CHAPTER 440.
AN ACT to provide for the removal, renovating and re-erec-
tion of the monument that was erected in the city of Balti-
more in honor of the late Governor-Senator Thomas Holli-
day Hicks by the German Union men of Baltimore, and to
make a suitable appropriation therefor.
WHEREAS, This agreement, made this 3d day of March,

1898, witnesseth that we, the undersigned, sole survivors of
the committee of the German Union men of Baltimore, who,
in 1865-1866, raised the necessary monies and erected the
monument to the late Governor Senator Thomas Holliday Hicks,
in the city of Baltimore, that in consideration of said monu-
ment being granted a place in the Maryland Institute School of
Art and Design, and therein re-erected for permanent preser-
vation as an object lesson of loyalty and patriotism, do hereby
