SEC. 2. And be it enacted, That of the aforesaid building
committee tive members shall constitute a quorum, and the

concurrence of five of them shall be necessary for the decision
of all questions which may arise in the discharge of their
duties ; and all vacancies occurring in said building committee
whether fiom death, resignation, refusal to act or otherwise,
shall be filled by the School Commissioners of Prince George's
county.

SEC. 3. And be it enacted, That the said building commit-

tee shall, as speedily as possible, purchase a lot or lots, and pro-
cure and adopt a plan and specifications for the erection of
said county high school building, and as soon as said plan and
specifications are determined upon, the said committee shall
invite sealed proposals by advertisements f or a reasonable time,
for the construction and completion of said work, which pro-
posal shall be sent in sealed envelopes in care of School Ex-
aminer of Prince George's county, addressed to eaid commit-
tee, and shall be publicly opened on the day and at the hour
named in said advertisement, said proposal setting forth the
amnunt of money for which the parties proposing will com-
plete the building according to the specifications, and the time
or times at which payment thereof shall be made, and the time
when said building will be completed, and the said building
committee shall award the contract to the lowest responsible
bidder, upon such bidder giving bond to the building commit-
tee aforesaid, in such penalty as said committee shall determine,
conditioned for the faithful discharge of the contract entered
into, which bond shall be liable, at the suits of the County
Commissioners, School Commissioners of Prince George's
county or Mayor and City Council of the town of Land, or
said building committee for the violation of its conditions; and
said building committee is hereby authorized and required to
employ a skilled and competent architect or architects, under
whose control and supervision, as to material and workmanship,
such building shall be erected ; and said building committee
shall also, in like manner, determine upon the proper furnish-
ing of the rooms and offices of said high school building, and
shall, at such time as it may deem proper, advertise for such
furniture as its discretion will be suitable for the uses and con-
veniences of said high school building, and the several rooms
therein, and shall award the contract therefor to the lowest re-
sponsible bidder or bidders.

SEC. 4. And be it enacted, That said building committee,
upon entering into any contract, as mentioned in the preceding
