vided, that the sum of one hundred and fifty thousand dollars
of the receipts from the public school tax, shall be distributed
to colored schools after deducting the amount payable to the
Colored Normal School, and the balance of said receipts shall
be distributed to the white schools ; the State Normal School
for whites, and the State Board of Education, in the proportions
to which they are respectively entitled ; provided, that neither
the city of Baltimore nor any connty shall be entitled to any
part of said public school tax or fund for white schools, in
which said city or county the colored school shall not hereafter
be kept open the same length of time as white schools, and
provided further, however, this provision shall not be construed
to require any county or the city of Baltimore to keep open
any colored school in which the average daily attendance is
less than ten pupils, for two consecutive terms; for donations
for colleges, academies and schools, as set forth in Acts and
Resolutions of the General Assembly, heretofore passed, forty-
four thousand five hundred dollars, or so much thereof as may
be necessary ; provided, that none of the appropriations to
colleges, academies and schools shall be paid to any of said
institutions, excepting to such as shall have made a full report,
as required by section 17 of Article LXXVI1 of the Code of
Public General Laws ; for the instruction of the indigent
blind, to be applied under the direction of the Governor, in
accordance ' with the provisions of the Act of eighteen hun-
dred and sixty-eignt, chapter two hundred aud five, as amended
by the Acts of eighteen hundred and ninety-eight, twenty-one
thousand dollars, or so much thereof as may be necessary.
CONTINGENT FUNDS.

For the contingent fund placed at the disposal of the Gov-
ernor, by Article III, section 32 of the Constitution, ten thou-
sand dollars, or so much thereof as may be necessary ; and one
thousand two hundred dollars, or so much thereof as may be
necessary, to be used for the salary of a Stenographer and
Typewriter ; six hundred dollars to pay the salary of an Assist-
ant Janitor and keeper of water closets; for the contingent
fund of the Treasury Department, for advertising, stationery,
blanks, books, expressage, telegrams and other incidental ex-
penses, twenty-five hundred dollars, or so much thereof as may
be necessary; for the contingent fund of the Comptroller's
office, for printing blanks, licenses, protests, circulars, warrants,
books and other office expenses, three thousand dollars, or so
much thereof as may be necessary ; for the contingent fund of
the Land Office, six hundred dollars, or so much thereof as
