are authorized to dispose of said bonds at not
less than par, and to devote the proceeds thereof
to the purposes above mentioned, and the com-
missioners shall levy annually on taxable prop-
erty of said county a sum of money sufficient to
pay the interest on said bonds, and shall levy on
the taxable property of said county a sum of
money sufficient to pay the principal of said
bonds when and as they mature, and the bonds
issued under the provisions of this act shall not

be liable to be taxed for county or municipal
purposes ; provided, however, that the said
county commissioners shall not have the power
to issue said additional coupon bonds of said
county in manner and form hereinbefore speci-
fied without first submitting the question to the
voters of said county at the next general elec-
tion therein, and two-thirds of the legal votes
cast upon such question being in favor thereof.

Proviso.

SEC. 2. And be it enacted, That this act shall
take effect from the date of its passage.

Chapter 504.

AN ACT to appropriate the sum of money
herein mentioned to pay the claim of John
K. Carroll for money due for hogshead poles
furnished for use of State Tobacco Warehouse,
number two.

SECTION 1. Be it enacted by the General As-

sembly of Maryland, That the treasurer of the
State of Maryland, upon the warrant of the
comptroller of the treasury, who is hereby au-
thorized and directed to issue the same, be and
he is hereby directed to pay to John K. Car-
roll the sum of one hundred dollars and twen-
ty-five cents, or to his assignees or attorney,
the same being due and unpaid for hogs-
head poles furnished State Tobacco Warehouse,
number two, for the year eighteen hundred and
eighty-six, upon the orders of Philip A. Kroh,
