SEC. 5. And be it enacted. That at any munic-
ipal election to be held in Manchester, at such

time and place as may be fixed by an ordinance
of the mayor and common council of Manchester,
or at any especial election that may be called by
the mayor and common council, there may be
written or printed on the ballots of the legal
qualified voters at said election the words " For
railroad subscription" or "Against railroad sub-
scription;" and if a majority of the ballots cast
shall contain the words "For railroad subscrip-
tion," then this act shall become operative and
binding; but if a majority of said ballots shall
contain the words "Against railroad subscrip-
tion," this act shall be void and of no effect; and
the judges of said election shall return to the
mayor and common council of Manchester the
number of votes cast for railroad subscription
and against railroad subscription, respectively,
and the said mayor and common council shall,
by their proclamation, announce the result
thereof.
SEC. 6. And be it enacted, That the assessment

on said real property within the limits of said
municipal corporation shall be made by five, not :
less than three, competent citizens who shall
reside within the corporation, and be possessed
of real estate free from all encumbrance, and the
said real property shall not be assessed higher
than its cash value; and the said assessors shall
be appointed by the mayor and common council,
and shall qualify before a justice of the peace
before entering upon said duty; and after said
assessors shall have performed their duty they
shall report to the mayor and common council of
said corporation, when the mayor shall announce
the amount of assessment to the citizens of Man-
chester at a public meeting, to be called by the
mayor.
SEC. 7. And be it enacted also, That any person

who is not possessed of real estate shall pay a
tax on his or their personal property, at the same
rate per centum as paid on real estate, which tax
shall be used by said municipal corporation same
as that collected on said real estate; and the
same assessors appointed by the said mayor and
