and council; and require and take from the treas-
urer a bond in a penalty to be fixed by said mayor
and council for the faithful discharge of his
duty as said treasurer; and said secretary and
treasurer shall receive such compensation for
their services as said mayor and council shall
determine, but said mayor and councilmen shall
not receive any compensation for their services.
SEC. 8. And be it enacted, That the aforesaid
mayor and council shall elect a constable or con-

stables, an assessor and collector of taxes, and
such other officers as may be necessary for the
proper management of the corporate business of
said town. The mayor shall be president ex
officio of said council, and the said mayor and
council shall do and perform everything required
or allowed by similar corporate bodies in the
State of Maryland, and they are hereby invested
with all the powers and required to perform all
the duties authorized or required to be done by
or under this act.
SEC. 9. And be it enacted, That said mayor and
council and all other officers of said town shall,

tive offices, severally take the following oath :
" I do solemnly swear that I will faithfully exe-
cute the office of......... to the best of my knowl-
edge and ability, without favor, affection or
partiality."
SEC. 10. And be it enacted, That the said mayor
and council shall have the power to pass ordi-
nances to suppress all disorderly meetings; to

prohibit the use of profane or indecent language,
drunkenness, fighting and disorderly conduct;
to prevent the running at large in said town of
any horses, cattle, mules, swine, geese, ducks,
goats and dogs ; to prevent any immoderate driv-
ing through the streets of said town of any ani-
mal, either in harness, under the saddle, or with-
out harness or saddle, so as to endanger the lives,
limbs or property of the citizens, or disturb the
quiet enjoyment of the streets and thorough-
fares, and to prevent indecent exhibitions of
any kind in said town; and may impose fines,
penalties and forfeitures for the violations of
any of said ordinances, but no fine or penalty
shall exceed the sum of fifty dollars ; and all
