freeholders, who have been such for the period
of one year prior to the time of so signing,
and resident within the corporate limits of the
town in which said applicant desires to sell
spirituous or fermented liquors ; and in case the
said applicant shall desire to sell said liquors
without the corporate limits of any town, then
the said freeholders shall be residents in the
election district in which and within three
miles of the place of business at which said
applicant desires so to sell, and the said peti-
tion shall certify that the said applicant is a
proper person to be licensed, and pray that
license may be granted to such an applicant ;
and said person applying for license shall also
file with the said clerk a bond duly executed
to the State of Maryland, with at least two
sureties approved by the said clerk in the
penal sum of one thousand dollars, conditioned
for the payment of any or all fines, penalties
and costs to which the person obtaining such
license may become liable for by reason of the

violation of any of the provisions of this act ;
and provided that each surety on said bond
shall make affidavit before said clerk, or before
a justice of the peace of said county, that said
surety is the owner in fee simple of real estate
in Harford county of the assessed value over
and above all incumbrances of at least one
thousand dollars, and that said surety has not
within the current year executed a bond for
any other applicant to sell spirituous or fer-
mented liquors in Harford county.
SEC. 150. The said clerk of the circuit court

may in his discretion require such further and
other proof, by the written affidavit of other
parties to be filed in his office, as to the suffi-
ciency of said bond as he may deem proper ; and
if said clerk shall wilfully or negligently grant
a license to any person who shall not have com-
plied with the provisions of this act, said clerk
shall, upon indictment and conviction thereof, be
fined not less than fifty dollars nor more than
three hundred dollars for each offense.
SEC. 151. No license to sell spirituous or fer-
mented liquors in Harford county shall be
granted to any applicant therefor until such per-
