judgment, a first-class steam vessel, of such
model and with such machinery and equipments
as they may deem most suitable for the purpose
of keeping open and free from ice the harbor of
the city of Baltimore, and access thereto.
SEC. 3. And be it enacted, That so soon as the

said vessel, provided for in the preceding sec-
tion, shall have been completed and made ready
for use, or as soon as it shall have reached such
a stage of completion as to make the sale safe
in the judgment of the said board, the board is
hereby authorized and directed to offer the ice-
boat Maryland for sale at public or private sale
in the city of Baltimore, upon such terms as to
cash and credit, and in other respects ; and after
such notice by advertisements as to the said
board may seem best, and to receive and receipt
to the purchaser or purchasers for the purchase
money, and to make to him or them all neces-
sary instruments of writing to convey or evi-
dence the title thereto ; and any such sale,
when made in accordance with this section,
together with the payment of the purchase
money, shall be operative to pass the whole
title in the said ice-boat to such purchaser or
purchasers. But if the said board shall be of
opinion that the ice-boat Maryland can be more
advantageously disposed of by making use of
her to effect part of the payment for the new
boat to be constructed, as provided by this act,
they are authorized to make such disposition of
her.
SEC. 4. And be it enacted, That the said board

suitable superintendent of the construction and
management of the steam vessel mentioned in
the second section of this act, as well as suitable
officers and crew for the navigation and employ-
ment for all the purposes for which she can be
used, at such reasonable salaries as the said
board may determine, subject to removal in the
discretion of the said board, and also to make
and cause to be obeyed and executed all such
rules and regulations as they may consider
necessary and proper for the control and direc-
tion of the said steamer, and of all persons
connected with her, and the said board is further
