SEC. 11. And be it enacted, That the institu-
tion, its management and finances, shall be
subject to inspection at least once a year by the
proper committee to be designated by the legis-
lature.
SEC. 12. And be it enacted, That the said visi-

judgment may be necessary for the purposes of
said institution, upon the best terms they can
make with the owner or owners of such land,

public works, the comptroller of the treasury
shall draw his warrant upon the treasurer for

being executed and delivered to said visitors in
their corporate name.
SEC. 13. And be it enacted, That the funds and
