SEC. 2. And be it enacted, That a meeting of the
visitors appointed under this act, or a majority

of them, shall be held in the city of Baltimore on
the first Tuesday in May next succeeding the
passage of this act, at which time and place a
president and all officers necessary shall be
elected, who shall serve for one year, or until the
next annual election shall be held under the by-
laws to be adopted, and if from any cause a ma-
jority of said visitors should fail to attend said
first meeting, those who do attend may appoint
another time and place for the holding of such
meeting for organization, and shall notify the
absent visitors of the same, at which adjourned
meeting, if there be seven of said visitors pres-
ent, they may proceed to elect said officers, and
at any meeting thereafter seven of said visitors
shall constitute a quorum for the transaction of
any business.
SEC. 3. And be it enacted, That the said visi-

tors shall have authority, and it shall be their
duty, to adopt all such by-laws, rules, regula-
tions as may be necessary, not conflicting with
the constitution or laws of this state or of the
United States, to properly carry out the objects
and purposes of this act, and the number, office
and duties of all officers, agents or servants
shall be by said by-laws prescribed.
SEC. 4. And be it enacted, That if any vacancy

should occur in any of the offices prescribed by
the by-laws or this act, by death, resignation or
removal from the state, said visitors shall fill
such vacancy at their next meeting ; and if any
of said visitors should die, resign or remove
from the state, or refuse to act, the governor
:shall appoint some suitable person to fill the
vacancy, and issue the requisite commission.

SEC. 5. And be it enacted, That each visitor
appointed under this act, and all officers, agents
or servants appointed or elected under the pro-
visions of this act, shall take an oath faithfully
and duly to exercise their respective offices.

feeble-minded of the State of Maryland, shall
receive, care for and educate all idiotic, imbecile
and feeble-minded persons sent to said institu-
