the State of Maryland, and to make appropria-

and under the name of the visitors of the asylum
and training school for the feeble minded of the
State of Maryland, and by that name shall have
perpetual succession, may sue and be sued in any
court of this state, may have and use a common
seal, and may at their pleasure alter and change
